Five Environmental Protection Policies and Measures for Stabilizing the Economy

In order to implement the spirit of the national teleconference to stabilize the economy and the package of policies and measures taken by the State Council to stabilize the economy, the People's Government of Hebei Province released the Notice on Printing and Distributing the Package of Measures and Supporting Policies to Stabilize the Economic Operation of the Province on its website, which includes the Five Environmental Protection Policies and Measures to Stabilize the Economy. It is reported that the five measures are to implement the incentive ecological environment performance grading system Implement the "zero penalty" ecological environment law enforcement, implement the "three prohibitions" control measures, carry out the "100 day attack on environmental assessment services", and carry out the "two in and three off" activities of environmental protection services.
1、 Implement incentive ecological environment performance grading system
General incentive policy: For enterprises whose tax contribution to unit pollutant emissions or the proportion of R&D investment in operating income is higher than the average level of the industry, in the process of ecological environment performance promotion evaluation, if some environmental indicators do not meet the promotion standards temporarily, they can implement performance management at a higher level first, and formally promote after meeting the environmental indicators within half a year.
Key incentive policies: For enterprises whose tax contribution to unit pollutant emissions or R&D investment accounts for more than 20% of the industry's average operating income, in the process of ecological environment performance promotion evaluation, if some environmental indicators do not meet the promotion standards for the time being, they can first implement performance management at a higher level, and formally promote after meeting the environmental indicators within a year.
2、 Implementing "zero penalty" ecological environment law enforcement
In the second and third quarters of this year, the ecological environment law enforcement will take the form of notification, reminder and assistance. Except for malicious violations, the ecological environment violations will not be punished by means of fines, and will not be punished lightly, for the first time, or unintentionally.
3、 Implement the control measures of "three prohibitions"
In the second and third quarters of this year, except for malicious violations and the existence of major environmental risks, pollution control measures around the country prohibit the means of production restriction, production suspension and shutdown, and carry out problem rectification on the premise of ensuring the normal production and operation of enterprises and the normal construction of projects.
4、 Carry out "environmental assessment service for 100 days"
All kinds of parks and projects are subject to parallel approval of planning EIA and project EIA. Carry out "one-to-one" sinking assistance and guidance for the EIA approval of each district and city, and help the grassroots to solve problems, improve efficiency and improve services. For infrastructure construction projects and guaranteed supply coal mine projects with small total pollutant emissions, such as roads, railways, water conservancy power generation, photovoltaic power generation, and onshore wind power generation, the total pollutant index will no longer be used as a precondition for EIA approval.
5、 Carry out "two in and three out" activities for environmental protection services
Organize a high-level team of ecological environment experts, regularly go deep into enterprises and grassroots front-line, send laws, policies and technologies, and carry out tour guidance and precise assistance to about 1200 key pollutant discharge enterprises to solve the problem of enterprise pollution control. No record, fine or accountability will be made for the problems found in the assistance activities.
